국민건강보험제도의 현황과 안정적 운영을 위한 개선방안 연구

본 연구는 한국 국민건강보험제도의 역사적 발전과정, 운영 특성, 재정 구조를 분석하고 제도의 지속가능성을 위한 개선방안을 제시한다. 국민건강보험제도의 사회연대성, 소득재분배, 위험분산 기능을 심층 검토하고, 현재 직면한 재정적 도전과 운영상 한계를 진단한다. 특히 보험료 부담의 형평성, 고액진료비 보장, 관리운영의 효율성 측면에서 구체적인 개선전략을 제안함으로써 국민건강보험제도의 장기적 지속가능성을 모색한다.

This study analyzes the historical development, operational characteristics, and financial structure of the Korean National Health Insurance system and proposes improvement strategies for its sustainability. It provides an in-depth review of the social solidarity, income redistribution, and risk distribution functions of the National Health Insurance system, and diagnoses the current financial challenges and operational limitations. In particular, it suggests specific improvement strategies in terms of insurance premium equity, high-cost medical expense coverage, and management efficiency, thereby exploring the long-term sustainability of the National Health Insurance system.
