초고령사회 진입에 따른 연금 체계의 지속가능성과 세대 간 노동시장 불균형: 정책 개혁 방안

대한민국은 OECD 국가 중 가장 빠른 속도로 고령화가 진행되고 있으며, 2026년 초고령사회 진입을 앞두고 있다. 본 연구는 급속한 고령화에 따른 연금 재정의 지속가능성 위기, 심각한 노인빈곤 문제, 그리고 정년연장으로 인한 세대 간 일자리 경쟁 심화를 종합적으로 분석한다. 2025년 국민연금 개혁안의 한계를 지적하고, 기초연금의 선정기준 개편, 노인 최저소득보장제도 도입, 고령층과 청년층의 상생 구조 구축 등의 정책 대응 방안을 제시한다. 특히 생산가능인구 감소에 따른 연금 기여금 증가 부담과 세대 간 형평성 문제를 중심으로, 통합적이고 장기적인 사회적 대타협의 필요성을 강조한다.

South Korea is experiencing the fastest population aging rate among OECD countries and faces entry into a super-aged society by 2026. This study comprehensively analyzes the sustainability crisis of the pension system due to rapid aging, the serious problem of elderly poverty, and the intensification of intergenerational job competition caused by mandatory retirement age extension. While pointing out the limitations of the 2025 National Pension Reform Plan, the study proposes policy response measures including revision of basic pension selection criteria, introduction of elderly minimum income guarantee system, and establishment of a coexistence structure between elderly and youth workers. Particularly focusing on the increased burden of pension contributions due to declining working-age population and intergenerational equity issues, the study emphasizes the necessity of comprehensive and long-term social consensus.
