장애인을 위한 평생교육 활성화 정책: 현황 분석 및 개선 방안

본 연구는 장애인을 위한 평생교육의 현황과 정책을 분석하고 개선 방안을 제시하는 것을 목적으로 한다. 우리나라는 장애인 차별금지 및 권리구제 등에 관한 법률 제정 이후 장애인 평생교육 활성화를 위해 실태조사, 교육시설 접근권 개선, 전달체계 정비 등 다양한 정책을 시행해왔다. 그러나 2023년 기준 장애인 평생교육 학습자 수는 전체 평생교육 학습자의 0.058%에 불과하며, 프로그램의 96.7%가 오프라인으로 운영되고 있다. 특히 장애인 중 65세 이상 고령자가 55.3%를 차지함에도 불구하고 온라인 교육 비중이 극히 낮은 실정이다. 본 연구는 현황 분석을 통해 교육방식의 온라인 전환, 프로그램 다양화, 차별적 예산 책정, 학습자 중심의 운영체계 개선 등이 필요함을 제시한다.

This study analyzes the current status and policies of lifelong education for people with disabilities and proposes improvement strategies. Since the enactment of the Act on Prohibition of Discrimination Against Persons with Disabilities, Korea has implemented various policies including surveys, improvements in educational facility accessibility, and restructuring of delivery systems. However, as of 2023, learners with disabilities account for only 0.058% of all lifelong education learners, and 96.7% of programs operate offline. Despite the fact that 55.3% of people with disabilities are aged 65 and above, the proportion of online education is extremely low. This study suggests that online education conversion, program diversification, differentiated budget allocation, and improvement of learner-centered operational systems are necessary.
