학교폭력 예방 정책의 정책학적 분석: 정책 과정과 합리적 결정 모형을 중심으로

본 연구는 학교폭력 예방 정책을 정책학적 관점에서 종합적으로 분석한 논문이다. 학교폭력의 개념 정의, 특성, 정책 유형 및 모형, 정책 과정의 참여자와 환경, 합리적 정책 결정 과정을 체계적으로 검토하였다. 학교폭력은 신체폭력, 언어폭력, 따돌림, 사이버폭력 등 다양한 형태로 나타나며, 저연령화, 흉폭화, 정서적 폭력의 증가 등의 특징을 보인다. 정책 결정 과정에서 입법부, 대통령, 행정기관, 사법부, 시민단체 등 다양한 행위자들이 참여하며, 문제 인식에서 대안 선택까지의 합리적 절차를 거친다. 연구 결과, 제1기(1995-2011년) 제도의 태동기, 제2기(2012-2018년) 법률 중심 정비기, 제3기(2019년 이후) 학교 중심 발전기로 구분되는 정책 진화 과정을 확인하였다. 향후 학교폭력 예방 정책은 법적 엄격성과 교육적 회복성의 균형, 학생 중심의 예방 교육 강화, 지속적인 모니터링과 효과성 평가가 필요함을 제시한다.

This study comprehensively analyzes school violence prevention policy from a policy science perspective. It systematically examines the definition and characteristics of school violence, policy types and models, participants and environments in the policy process, and rational policy decision-making procedures. School violence manifests in various forms including physical violence, verbal abuse, bullying, and cyberbullying, characterized by lower age of perpetrators, brutality, and increased emotional violence. The policy decision process involves diverse actors including the legislature, president, administrative agencies, judiciary, and civic organizations, following rational procedures from problem recognition to alternative selection. The research identifies three evolutionary phases: Phase 1 (1995-2011) institutional inception, Phase 2 (2012-2018) law-centered reorganization, and Phase 3 (2019-present) school-centered development. The study suggests that future school violence prevention policies should balance legal stringency with educational recovery, strengthen student-centered prevention education, and require continuous monitoring and effectiveness evaluation.
