사회적 경제 인적자원개발(HRD)의 한계점 및 개선방안 연구: 사회적 경제 교육 훈련 프로그램을 중심으로

본 연구는 한국의 사회적 경제 인적자원개발(HRD)의 한계점을 교육 프로그램 차원에서 분석하고 개선방안을 제시하는 것을 목적으로 한다. 사회적 경제 교육 프로그램의 실태 분석을 통해 세 가지 주요 한계점을 도출했다: (1) 전문교육의 취약함으로 인한 사회적 경제만의 특수성 부재, (2) 현장 필요와 교육 프로그램 내용 간의 괴리, (3) 현직 종사자 교육의 미약함. 이러한 한계점을 극복하기 위해 사회적 경제에 관한 역량 연구 강화, 교육 프로그램 설계의 다양화 및 당사자 중심 학습설계, 그리고 종사자 대상 맞춤형 프로그램 개발을 제안한다. 본 연구는 사회적 경제의 성장과 지속가능성을 위한 인적자원개발의 방향성을 제시함으로써 사회적 경제 생태계 구축에 기여하고자 한다.

This study aims to analyze the limitations of human resource development (HRD) in Korea's social economy at the level of educational programs and propose improvement measures. Through analysis of the status of social economy education programs, three major limitations were identified: (1) weakness of specialized education resulting in lack of uniqueness specific to the social economy, (2) gap between field needs and educational program content, and (3) weakness of education for current workers. To overcome these limitations, this study proposes strengthening competency research on the social economy, diversifying educational program design and implementing learner-centered learning design, and developing customized programs for current workers. This research contributes to establishing a social economy ecosystem by presenting the direction of human resource development for the growth and sustainability of the social economy.
