대학의 평생교육체제 지원사업(LiFE)의 한계점 분석 및 개선 방향성 연구

본 연구는 대학의 평생교육체제 지원사업(LiFE)의 한계점을 분석하고 개선 방향성을 제시하는 것을 목적으로 한다. 교육부의 2021년 기본계획을 중심으로 검토한 결과, 학위과정 운영의 필수화, 성인학생 충원율 및 유지율의 성과지표화, 학생선발의 제한점, 성인학습자 전담 교육기관의 별도 설치 등 4가지 주요 한계점을 도출했다. 이러한 한계점들은 성인학습자의 참여 제약, 교육의 질 저하, 대학 내 평생교육의 고립화를 초래한다. 따라서 본 연구는 비학위과정의 적극적 개발, 평가지표 개선, 입학전형 수정과 경쟁적 졸업전형 도입, 통합교육 추진 등 4가지 개선 방향성을 제안한다. 이를 통해 대학의 평생교육체제 지원사업이 성인학습자 친화적이고 지속 가능한 고등평생교육 체제로 발전할 수 있을 것으로 기대한다.

This study aims to analyze the limitations of the University Lifelong Education System Support Project (LiFE) and propose improvement directions. Based on a review of the Ministry of Education's 2021 basic plan, four major limitations were identified: mandatory operation of degree programs, performance indicators for adult student enrollment and retention rates, limitations in student selection, and separate establishment of dedicated adult education institutions. These limitations result in participation constraints for adult learners, quality degradation in education, and isolation of lifelong education within universities. Therefore, this study proposes four improvement directions: active development of non-degree programs, improvement of evaluation indicators, modification of admission procedures and introduction of competitive graduation screening, and implementation of integrated education. Through these measures, the University Lifelong Education System Support Project is expected to develop into an adult-friendly and sustainable higher lifelong education system.
