연령층별 고독사 특성 분석 및 정책적 개선방안: 2020년 서울시 데이터를 중심으로

본 연구는 2020년 서울시 정보공개청구를 통해 수집한 무연고 사망자 통계를 분석하여 고독사의 현황을 파악하고, 연령층별(청년층, 중장년층, 노년층) 고독사의 특성을 비교 분석한다. 2020년 서울시 고독사 사망자는 총 212명으로, 노년층(50.94%)과 중장년층(46.23%)이 대부분을 차지했다. 성별로는 남성(84.9%)이 압도적으로 많았으며, 평균 사망 연령은 66.26세로 평균 수명보다 약 10년 이상 낮았다. 연령층별 분석 결과, 청년층은 취업 실패와 경제적 어려움으로 인한 극단적 선택(자살 비율 41%)이 특징이고, 중장년층은 사회적 고립, 경제적 빈곤, 만성질환(특히 알코올 중독)이 복합적으로 작용하며, 노년층은 은퇴로 인한 경제적 어려움과 노화로 인한 건강 악화가 주요 원인으로 나타났다. 현재 한국의 고독사 예방 대책은 독거노인 중심으로 제한되어 있고 근본적 원인 해결에 미흡하며 지자체별 편차가 존재한다. 본 연구는 중앙정부의 종합적 고독사 관리 시스템 구축, 연령층별 맞춤형 정책 수립, 적극적 찾아가는 서비스 확대, 민관협력 강화 등을 개선방안으로 제시한다.

This study analyzes solitary death (kodoksa) statistics from Seoul in 2020 obtained through information disclosure requests, examining current conditions and comparing characteristics by age group (youth, middle-aged, elderly). In 2020, there were 212 solitary deaths in Seoul, with elderly (50.94%) and middle-aged (46.23%) populations comprising the majority. Males accounted for 84.9%, and the average age of death was 66.26 years, approximately 10 years lower than average life expectancy. By age group, youth are characterized by extreme choices (41% suicide rate) due to employment failures and economic hardship; middle-aged populations experience complex interactions of social isolation, economic poverty, and chronic diseases (particularly alcohol addiction); and elderly populations face economic difficulties from retirement and health deterioration from aging. Current Korean solitary death prevention measures are limited to elderly living alone, inadequate in addressing root causes, and show disparities across local governments. This study proposes improvements including: establishing a comprehensive solitary death management system by central government, developing age-specific customized policies, expanding proactive outreach services, and strengthening public-private cooperation.
