본 논문은 2026년 국제정세의 구조적 변화를 분석하고 한국의 전략적 대응 방안을 제시한다. 미중 패권 경쟁의 심화, 트럼프 2기 행정부의 거래주의적 외교, 러시아-우크라이나 전쟁의 장기화, 중동의 지속적 불안정, 경제안보 중심의 통상질서 재편이라는 5대 핵심 변수를 분석한다. 아산정책연구원의 '무질서의 세계' 개념을 기반으로, 기존의 규범 중심 국제질서가 힘의 논리와 거래적 접근으로 대체되는 현상을 규명한다. 한국은 한미동맹 강화, 북미대화 환경 조성, 대ASEAN 실질협력 확대, 경제안보 대응을 병행하는 다층적 전략을 통해, 강대국 경쟁 속에서 중견국으로서의 전략적 가치를 창출해야 함을 주장한다. 특히 안보·경제·기술·외교의 통합적 접근과 대통령 직속 통합국가안보회의 신설을 통한 정책 연계가 필수적임을 강조한다.

This paper analyzes the structural changes in the 2026 international situation and presents South Korea's strategic response measures. It examines five key variables: intensifying US-China hegemonic competition, the Trump administration's transactional diplomacy, the prolongation of the Russia-Ukraine war, persistent Middle East instability, and the reorganization of trade order centered on economic security. Based on the Asan Institute's concept of 'a world of disorder,' the paper identifies how the norm-based international order is being replaced by logic of power and transactional approaches. South Korea must pursue multilayered strategies including strengthening the Korea-US alliance, facilitating North Korea-US dialogue, expanding substantive cooperation with ASEAN, and responding to economic security challenges to create strategic value as a middle power amid great power competition. The paper emphasizes the necessity of integrated approaches across security, economy, technology, and diplomacy, and the establishment of a presidential integrated national security council for policy coordination.
