인구감소지역의 구조적 위기와 생활인구 중심 대응전략: 지역소멸 극복을 위한 통합적 정책 방안

본 연구는 인구감소지역의 위기를 단순한 인구 통계 변화가 아닌 지역사회 전체의 작동 방식이 약해지는 구조적 문제로 분석한다. 수도권 집중, 청년층 유출, 지역산업 약화, 교육·의료·교통 인프라 악화 등으로 인한 악순환 구조를 파악하고, 기존의 출산장려 중심 정책의 한계를 지적한다. 이를 바탕으로 생활인구와 관계인구 개념의 도입, 지역 맞춤형 산업정책, 정주여건 개선, 정부·지방정부의 역할 재정의 등을 포함한 통합적 대응전략을 제시한다. 연구 결과, 인구감소지역의 회복은 단기적 지원이 아닌 산업정책·복지정책·교육정책·교통정책이 유기적으로 결합된 장기적이고 지역별 맞춤형 전략을 통해서만 가능함을 도출한다.

This study analyzes the crisis of population-declining regions not as a simple demographic change but as a structural problem weakening the entire operation of regional society. It identifies vicious cycles caused by Seoul metropolitan concentration, youth outflow, regional industrial decline, and deterioration of educational, medical, and transportation infrastructure, pointing out the limitations of existing birth-rate-focused policies. Based on this analysis, the study proposes integrated response strategies including the introduction of living population and relational population concepts, region-customized industrial policies, improvement of residential conditions, and redefinition of central and local government roles. The research concludes that recovery of population-declining regions is only possible through long-term, region-specific strategies that organically combine industrial, welfare, education, and transportation policies, rather than short-term support measures.
