저출생과 초고령화가 지방소멸과 지역 서비스 산업 재편에 미치는 영향: 구조적 메커니즘과 정책 대응 방안

본 연구는 저출생과 초고령화가 지방소멸을 심화시키는 메커니즘과 이에 따른 지역 서비스 산업의 재편 양상을 분석한다. 한국의 합계출산율이 0.6명대로 추락하고 65세 이상 고령인구가 1,000만 명을 초과하면서, 89개 시·군·구가 인구감소지역으로 지정되는 현실을 배경으로 한다. 연구는 인구구조 변화의 개념과 최신 동향을 검토하고, 지방소멸의 발생 메커니즘을 인구·산업·서비스·재정·공동체의 복합적 약화 과정으로 분석한다. 특히 지역 서비스 산업의 수요 축소와 공급 붕괴, 생활서비스 산업의 구조 변화, 교통·의료·돌봄 서비스의 재편 양상을 구체적으로 검토한다. 연구 결과, 지방소멸 대응정책은 인구유입 중심에서 서비스 생태계 유지 중심으로 전환되어야 하며, 지역 주도형 거버넌스와 산업구조 전환 전략이 필수적임을 도출한다. 본 연구는 저출생·초고령화를 단순한 위기가 아니라 지역 서비스 산업의 혁신을 촉진하는 기회로 재해석하며, 지역 발전의 새로운 생존 전략 수립을 위한 기초를 제공한다.

This study analyzes the mechanisms through which low birth rates and super-aging intensify regional depopulation and the resulting restructuring of regional service industries. Against the backdrop of South Korea's total fertility rate plummeting to 0.6 and the elderly population exceeding 10 million, with 89 cities and counties designated as population decline areas, this research examines the concepts and latest trends in demographic structural change and analyzes regional depopulation as a complex process of weakening in population, industry, services, finance, and community. Particularly, it investigates the demand reduction and supply collapse in regional service industries, structural changes in daily-life service industries, and the restructuring of transportation, medical, and care services. The study concludes that policies addressing regional depopulation must shift from population inflow-focused approaches to service ecosystem maintenance-centered strategies, with regional-led governance and industrial restructuring strategies being essential. This research reinterprets low birth rates and super-aging not merely as crises but as opportunities promoting innovation in regional service industries, providing a foundation for establishing new survival strategies for regional development.
