초연결사회의 복지정책 재구성: 한국형 복지국가의 철학적 기초와 미래 전략

본 연구는 복지정책의 철학적 기초를 중심으로 한국 복지국가의 형성과 변화 과정을 분석하고, 디지털 전환과 초고령사회 진입 등 최신 사회 변화 속에서 복지정책의 재구성 방향을 고찰한다. 자유주의, 공동체주의, 사회민주주의, 정의론 등 다양한 정치철학 관점에서 국가의 역할과 복지정책의 철학적 쟁점을 분석하고, 한국 복지정책의 생산주의 복지에서 보편복지로의 전환 과정을 역사적으로 추적한다. 플랫폼 노동, 인공지능 기술 발전, 돌봄 공백 등 새로운 사회 문제에 대응하기 위해 기본소득, 디지털 복지국가, 돌봄국가 등 새로운 복지 패러다임을 검토한다. 또한 북유럽 복지국가와의 비교를 통해 한국형 복지국가의 특성을 파악하고, 지속가능한 복지국가 구축을 위한 전략으로 사회적 신뢰, 조세 정의, 세대 간 연대, 민주적 참여의 중요성을 제시한다.

This study analyzes the formation and transformation of the Korean welfare state centered on the philosophical foundations of welfare policy, and examines the direction of welfare policy reconstruction amid recent social changes such as digital transformation and entry into a super-aged society. From various political philosophy perspectives including liberalism, communitarianism, social democracy, and theories of justice, this research analyzes the role of the state and philosophical issues in welfare policy, and historically traces the transition of Korean welfare policy from productivist welfare to universal welfare. In response to new social problems such as platform labor, artificial intelligence development, and care deficits, new welfare paradigms including basic income, digital welfare state, and care state are examined. Through comparison with Nordic welfare states, the characteristics of the Korean welfare state are identified, and the importance of social trust, tax justice, intergenerational solidarity, and democratic participation are presented as strategies for building a sustainable welfare state.
