한국 청년실업의 구조적 원인과 다층적 해결방안: 교육, 산업, AI 전환을 중심으로

본 연구는 한국의 청년실업 문제를 단순한 경기침체의 결과가 아닌 교육·산업·채용·기술 변화가 중첩된 구조적 문제로 분석한다. 2026년 현재 청년 고용률 43.9%, 실업률 7.0%의 통계와 14분기 연속 취업자 감소 추세를 통해 청년고용의 악화를 실증적으로 제시한다. 청년실업의 원인을 노동수요 약화, 양질의 초입 일자리 감소, 노동시장 이중구조, 교육과 직무의 미스매치, 경기 둔화, AI 확산으로 다층화하여 분석한다. 특히 AI 고노출 산업에서의 청년고용 감소와 장기 미취업 청년의 증가를 새로운 위험 요소로 강조한다. 해결방안으로 대학의 직무형 교육 강화, 기업의 신입 채용 문화 회복, 청년 맞춤형 고용서비스 구축, AI 시대의 역량 전환 지원을 제시한다. 본 연구는 청년실업이 개인의 경쟁력 문제가 아니라 국가의 지속가능성과 직결된 사회통합의 과제임을 강조하며, 교육·산업·노동시장의 동시적 변화를 요구하는 장기적 전략의 필요성을 결론짓는다.

This study analyzes youth unemployment in Korea not merely as a consequence of economic downturn but as a structural problem resulting from overlapping changes in education, industry, employment practices, and technology. Using empirical data from 2026—including youth employment rate of 43.9%, unemployment rate of 7.0%, and 14 consecutive quarters of employment decline—the research demonstrates the deterioration of youth employment conditions. The causes are multi-layered: weakened labor demand, declining quality entry-level jobs, dual labor market structure, education-job mismatch, economic slowdown, and AI proliferation. Particular emphasis is placed on youth employment decline in AI-exposed industries and the increasing number of long-term unemployed youth. Solutions proposed include strengthening vocational education in universities, reviving corporate new-hire employment culture, establishing youth-tailored employment services, and supporting competency transition in the AI era. The study concludes that youth unemployment is not an individual competitiveness issue but a social integration challenge directly linked to national sustainability, requiring long-term strategies for simultaneous transformation of education, industry, and labor markets.
