늘봄교육 정책이 태권도장에 미치는 영향 분석 및 대응 전략 연구

본 연구는 2023년 도입된 늘봄학교 정책이 초등 태권도 교육 시장에 미치는 구조적 영향을 분석하고, 이에 대한 태권도장의 전략적 대응 방안을 제시한다. 늘봄학교는 초등학생의 방과후 시간을 학교 중심으로 재편함으로써 기존 사교육 시장의 근본적 변화를 초래하였다. 연구는 늘봄학교의 정책 발전 단계를 추적하고, 이용시간 중복, 학교 체육 프로그램 확대, 학부모 인식 변화, 체육 교육의 질적 하락 등 태권도장이 직면한 주요 과제를 분석한다. 이를 바탕으로 운영시간 조정, 가족 체력단련 클래스 신설, 온라인 콘텐츠 확장 등 세 가지 대응 전략을 제안한다. 본 연구는 공교육 정책 변화 속에서 사교육 기관의 역할 재정의와 공·사교육의 상생 방안을 모색하는 데 기여한다.

This study analyzes the structural impact of the Neulbom School policy, introduced in 2023, on the elementary taekwondo education market and proposes strategic response measures for taekwondo dojangs. The Neulbom School policy has fundamentally transformed the after-school private education market by reorganizing the after-school hours of elementary students around schools. This research traces the policy development stages of Neulbom School and analyzes key challenges facing taekwondo dojangs, including overlapping operating hours, expansion of school sports programs, changes in parental perception, and qualitative decline in physical education. Based on this analysis, three strategic response measures are proposed: adjustment of operating hours, establishment of family fitness classes, and expansion of online content. This study contributes to redefining the role of private educational institutions amid changes in public education policy and exploring measures for coexistence between public and private education.
