기후위기 시대 에너지 빈곤층의 취약성과 기후정의 관점의 사회복지 개입 방안 연구

본 연구는 기후위기로 인한 폭염과 한파가 에너지 빈곤층에 미치는 불평등한 영향을 분석하고, 기후정의 관점에서의 사회복지적 개입 방안을 제시한다. 생태체계이론과 사회적 배제 이론을 이론적 토대로 하여, 에너지 빈곤의 개념을 다차원적으로 규정하고 현황을 통계적으로 분석했다. 연구 결과, 저소득층의 에너지 비용 부담이 2019년 대비 2024년 1분기 기준 78.3% 증가했으며, 취약한 주거환경이 에너지 빈곤에 가장 큰 영향을 미치는 것으로 확인되었다. 현행 에너지바우처 제도는 월평균 3만 원 수준의 턱없는 지원과 75.6%의 높은 미사용률로 인해 실효성이 부족함을 지적했다. 해외 주요국(독일, 프랑스, 영국)의 사례 분석을 통해 보편주의적 기후복지 체제의 필요성을 도출했으며, 미시·중시·거시 수준의 다층적 개입 방안을 제안했다. 본 연구는 기후위기를 단순한 환경 문제가 아닌 사회정의의 문제로 재정의하며, 인간 존엄성과 생명권 보호를 기반으로 한 기후정의 실현의 시대적 필요성을 강조한다.

This study analyzes the unequal impacts of climate crisis-induced extreme heat and cold on energy-poor populations and proposes social welfare intervention strategies from a climate justice perspective. Using ecological systems theory and social exclusion theory as theoretical foundations, the research provides a multidimensional conceptualization of energy poverty and statistical analysis of current conditions. The findings reveal that low-income households' energy cost burden increased by 78.3% from 2019 to Q1 2024, with vulnerable housing conditions identified as the most significant factor affecting energy poverty. Current energy voucher programs are found to be ineffective due to insufficient monthly support (approximately 30,000 won) and high non-utilization rates (75.6%). Through comparative analysis of international cases (Germany, France, UK), the study demonstrates the necessity of a universal climate welfare system and proposes multilevel interventions at micro, meso, and macro levels. This research redefines climate crisis as a social justice issue rather than merely an environmental problem, emphasizing the urgent need for climate justice realization based on human dignity and protection of life.
